Oct 9th is a date taken by OTBG.
Motion: That we allow WORCS into OMRA series if they pay their sanction fees and discount OMRA members the one-day WORCS pass
WORCS event needs to meet OMRA 99 db noise level
NMA offers A, B, C, classes. OMRA Am would go into the C classes.
Tom needs to contact NMA to see if we can get the classes together
Ellis to look into making OMRA an A, B, C, for grand prix with a sub-committee
Sub-committee Ellis, Scott, Barrett, When the information is collected Ellis will e-mail referees with his findings. This would take place in 2006
Only OMRA officers with an ID card are allowed to ride events free. OMRA officers must pay gate fee and camping fee
Protest: Ellis informed the rider that he got last place points.
Cross county riders will go the full distance: Grand Prix will go 50%
Randy Thomas will make a scoring sheet to mail to the clubs.
Clubs need to ask riders to show their OMRA cards.
Need newsletter the first of the year. Send articles to Tom asap.
Tom Niemela will try to set up a PayPal account for the legislative account
Dave Butt will put on a dualsport event and he will donate the proceeds after expenses to the legislative fund
By-Laws need to be updated. Tom will e-mail some by-laws example

Dan Jordan and Ron Rice will fill out the forms to be on the Oregon State Forestry board which Barrett has chaired.

A Tom N. and Barrett to contact the 4- wheel drive club. ODF lacks Efficiency, constant supervision on volunteers, micro management of clubs. ODF calendar will not be available until after OMRA annual meeting. Clubs will have to take a chance hoping ODF will allow it. Eagle

Promotional Races for ATV’s: had 11 entries on one event and 7 on another.
Had a contact the Cascade M/C would like to join OMRA to have an ATV series.

Newsletter will get be printed out this Saturday 7th, 2004
Referees will tentatively meet Wednesday 14th at Ellis' home. Ellis will e-mail his directions to his home to discuss the cross-country series. Time will be 7:00pm.
The magazine is being held off until next year. JAFMAR (Gunny's org) has paid and his dollars will continue for the 2005
At Oregon Dept. of Forestry last trail meeting it was announced that all trails in the Tillamook would be quad width. ODF wants to cut the events next year by 50 percent. Even though they have cut our riding season by 6 months already. ODF trail meeting is held the last Monday of each month at McMenemans.
August 21, 2004 will be a meeting in Bend. To get folks organized, it will be hosted by Blue Ribbon. If you have a bike and you don’t get involved then you might as well SELL it.
We will be sending the
OMRA attorney bill for Ben Smith Road to Oregon Dept. of Forestry. Oregon Dept.
of Forestry requested OMRA to become involved to fight to keep Ben Smith open.

Sept. the ISDE will be
held in Poland and Gunny will be attending. No Oregon riders made the team. 34
riders total in the trophy and junior trophy teams.
Cost is about $10,000 per rider.
OMRA minutes for July 7, 2004

(Small meeting, since many people are on vacation - typical for July.) Ed has done a poster inviting quads into OMRA. He has placed them at some bikes shops, GI Joes and events. There is a strong interest within the ATV community to belong to an organization that helps protect their right to ride. By allowing ATV riders to join OMRA it will allow OMRA to have a stronger voice. Concerns about trail width seems to be a concern. The trail width needs to be dealt with the land managers who maintain the trail systems in Oregon. We are not changing OMRA but we are looking for more membership.
Concern about having OMRA only in Progress. Wanted to know if OMRA would branch out.. We would branch out if there were a sincere interest. Maybe we could hold a OMRA meeting at an event.

Barrett talked with Doug McCourt seeing if their agency would be willing to work with us about the 50/50 plan.
Barrett met with the Timber Industry Association and will be doing a large campaign against the 50/50 plan. OMRA will wait to see how we can help.
We are still waiting the court decision on the Ben Smith Road. Doug will be sending out a bill to Tom.
Dan met with Dick Dufourd with some concern about rider limit for China Hat and why the trails condition is in such poor shape. Dick said, that Lobos could add additional 50 riders next year. Dick
said that he does heavy maintenance on some trails. Dick Dufourd says that the forest service sees OMRA as a sanction body for racing.
Another club is being started TORC out of Tillamook.
Barrett met with the State Recreation Coordinator to see if there was an interest having Motorized Recreation in the Mill City and Lyons. There seems to be a lack of organization within the agency and the local folks. At this point there seems no action being taken.
Unfortunately, Joani Dufourd had bad comments written about her in local newspaper in Bend due to a letter she had written..
ETRA needs to improve with riders going backwards on the course, a better design for pit row and to have
flags on jumps. Need to send a letter to ETRA with helpful suggestions about what they need to improve on. Barrett will do a letter going to ETRA.
Newsletter will be going out in July. Articles need to get to Tom Niemela. Reid Brown will do an article for the Longview
motocross, Randy to do a short story about the Funky Chicken.
Dan Jordan is waiting for one more sponsor then our OMRA magazine will be out.
Concerns about Longview event that the course for the cross country was more for a grand prix event. Tabled until Ellis is back and working on the cross-country rules.
Dan Jordan and Randy will write a letter to OTBG about having separate starts for Amateur’s and juniors.
Proposal: To have two junior classes, one being A and the other B.
Tom looking into a different message board.
Gunny will be looking for a different location for the OMRA monthly meeting.
John is getting a committee together to help promote ATV off road riding opportunities.

ATV allocation committee has some concerns with Oregon State Parks taking control over the ATV program. Talked with Doug about getting a letter to State Parks and find some legislators to help us.

Ben Smith Road seems to be open, trespassing signs are now facing the property owners and it appears the road is open
Ellis report that the cross-country rules should be done in late summer (August) for review for the calendar meeting.
ODF is embracing the OMRA $1000.00 reward fund. Barrett will be working with ODF (John Barnes) to see if they can up the fines. Signs will be put on trails promoting the reward system.
Channel 2 news did a report on ATV usage in Oregon. It wasn’t real bad or good. Channel 2 news did report that it was only a few that were doing the damage.
Newsletter was out in April.
No results from Timber Mountain: Tom will call Timber Mountain to get the results.
On the China Hat results if you have an X by your name and you sign up for OMRA points then you need to contact Randy. Lobos had the result within a few days.
Maintenance on China Hat event seems to have not occurred. Whoops were very large. Equipment for grooming seems to be lacking maintenance. Rider limit is regulated by the agency.
Clubs need to control pit row. Suggestions to have a check before or after gas row. Have pit row a narrow chute.
WORC’s results are on their web site.
OMRA newsletter needs to address our local representatives who supports off road usage and the 50/50 plan before November.
Barrett has been asked to speak about the 50/50 plan with Warn Winch in the next couple of weeks.

Overall results are to be timed. Need to decide how to handle clubs that don’t time their
event.
Ellis to look into the rules to see if you can tow a bike in pit row.
Heppner: A bond for $500.00 is being charged. No charge for open camping, campsite will be $9.00. Water available but no electric. I will be meeting with Karen Woff to discuss some land use issues and permits.
Monkey Butt is no-more. Because of personal and business reasons.
Longview event: No-points event for 4-stk am and ex. Still waiting for insurance. Course for cross country is roughly 8 miles. Ellis will make copies of the OMRA rules and mail them to Marty.

Ellis was wondering if OMRA had any information for a volunteer list. Tom said, we could put something on OMRA web page
The next court date for Ben Smith road is April 30, 2004.
Reward for vandalism, Mt. Scott, Affordable Trophies and Cookman Back Flush will donate $200.00.
New letters will be mailed out in April.
OMRA magazine won’t make the April 1st deadline, hopefully it will be ready by May.
Need an article for riding opportunities in Oregon.
Mt. Scott Tee Pee run will alternate from McCubbins Gulch and Rock Creek Reservoir from year to year.
ODF operations plan has a 45-day comment period.

Ed from GI Joes talked to us about promoting OMRA and possibility of making OMRA cycles and ATVs.

Need to get Gunny C. a receipt for Beaverton Honda for OMRA yearend trophy with the total being $600.00. Subtracting the $600.00 from Affordable Trophies
Motion by Ellis and Second by Jim Allison. Mt. Scott dues are current. Pass
Ellis meets with Mt. Scott and discus the free entry issues. Mt. Scott will allow free entries for free races but not for non-points events.
NOHVCC: Kawasaki has offered 10 bikes for the conference and needs a place to store them. ODF will store them at their site for Sunday only but they need the size of the trailer for storage. Joe Tripp, Dan Jordan, and Bill Chapman will be picking them up. Gunny offered Beaverton Honda 24 four footer if needed to transport the bikes. Monday ride will stage out of Jordan Creek and head towards Diamond Mill. Barrett, Laurence, and Tom will take the lead for Diamond Mill. Billy T will do a Dual Sport ride. Tuesday will be Sand Lake and the ATV training site, Wednesday will be Jordan Creek and Thursday will be at Browns Camp. Need to get flags for the ATV. Will contact Beaverton Honda for Flags.

OMRA’s magazine: Dan has gotten about $1200.00 dollars for OMRA’s magazine. Hope to have the magazine available for the first of April. Ellis to do a grand prix and Tom and Ellis to do cross country information. Due date for articles is March 22, 2004. Advertising rates Full page add $200.00, half a page add $100.00, banner size $100.00, business card size $50.00. Ellis dragging feet for the cross-country updates but has ordered his computer.
Rob Chastain wants to know why he is banded from OMRA for one year. He was banned due to poor sportsmanship. If his sportsmanship improves for the year then he would be reconsidered for next year points event.
New business: Sportsmen class proposal: Make the sportsmen class with a cc classes
WORC’s series Am. is B Ex. is A and AA is AA. Junior class is Junior B. Dan will be at the WORC’s race to help at sign up and will develop a sign to explain the classes.
Tom has ordered two more sound meters one going to OTBG and the other going to ETRA for the temporary usage.
ODF trail planning meeting: the discussion was with the damage that the 4-wheel drive are being done this year in the TSF. OMRA will offer $250.00 reward that leads to a conviction for the damage to the environment
Ben Smith: Billy and Charley met with OMRA lawyer and gave their disposition. They will be going to court this Friday March 3,2004 to testify.
MRA has offered a 4-stk class; Tom will contact them and let them know that OMRA doesn’t offer the class any more.

Dan has offered to take pictures of the officers and put their mug on the back of OMRA business cards. Dan will also do a letter to the clubs
Ellis will attend Mt. Scott’s meeting and discuss allowing official from OMRA to ride free

Dan Jordan has gotten some gifts. $1400.00 grand prix trophies. OMRA will pay for $700.00 and Hillsboro Honda will pay the remainder $700.00. Gunny to get prizes from Beaverton Honda.

Ben Smith road has a gate on it. There will be a court hearing this Friday on it. Hoping to kept the gate open. Only one homeowner is causing this problem.
Mt. St. Helens trail: Barrett wrote a letter in behalf of OMRA and looks as if the trail will remain open.
Barrett spoke at Tillamook Bay Community College: Had a good report. Barrett has offered his service to talk to a reporter from Tillamook Headlight Herald.
Tillamook State Advisory Committee: Meet every two months. Barrett two-year term expired. He was asked to chair the committee so he will remain on the Tillamook State Advisory Committee;
Barrett will attend a meeting for State forestry and address about 400 folks. .
40 Am rider Mike Earling: It looks like he will be signing up to expert class.
Keith Whipstall will be moving up to expert
Vint Holman will be staying in the expert class.

Lobos looking for another date instead of their date in November. Weather is playing a role in moving the date. Scott from (OTBG) offered his date of Oct 17 for Lobos Fall Classic. This event will be held in Heppner at the ATV park. Scott will be looking for another date for his 3-team 4-hour team race. Scott will contact Tom within a week to give him the date so Tom can update the web page and calendar.

Ellis has offered to head up a rules committee for the cross-country. Chair of the rules committee will be Ellis with committee members being Tom, Gunny and Barrett.
Motion and Second to send a letter to all clubs letting them know who can ride for free at events. Pass
Ellis will contact Mt. Scott and help explain the free entries to officials that OMRA has. If clubs don’t allow officials to ride free then OMRA won’t sanction their event.
$600.00 is being donated from Beaverton Honda for the cross- country series.
Motion and second: If dollars are donated to OMRA year-end trophies then all dollars will go towards all series. Pass
