A club can only grandfather a date for one year and must use the date the following year. If unable to hold an event then the date will become open
Dan Hatcher and Steve Simon will talk to each other and try to get a week in between the dual sport series.
Marty is still working on a site for holding events in The Dallas. He is waiting on paper work from the land owners attorney. A promoter has the right to limit the width of a trail.
Dan Jordan applied for the Recreation seat on the State Forest Advisory Committee..
The committee chose an environmental for the position
Burke O’Brian from Heppner OHV park has contacted Lobos regarding damage that happen at their Oct event.
There's no time given to allow Lobos to fix the damage. Instead Burke fix the damage and sent Lobos a bill. Lobos are upset about the lack of communication and not giving Lobos a fair chance. Since ATV dollars are funding maintenance and law enforcement why does the club have to pay again?
Senate Bill 69 which would put the ATV under state parks control died in committee
If you are driving by Ben Smith road, take a drive up the road and take a look around.
Tom has been talking with our attorney about having not having dual sport bikes for the pavement.

Waiting for money from Cycle Sports and KTM. Randy Thomas has some dollars from membership. Randy will be sending the OMRA application to Dan Jordan to have him print and mail.
Dual sport rules will stay the same
Dan has been doing the calendar for free.
OMRA magazine is still on hold, we are to make sure we have the dollars before developing it. We need to refund those who have already paid.
Need to get the word out about OMRA. Maybe getting free space in newspaper through out Oregon.
ODF will be suing the owner on Ben Smith Road May 9th.
ODF wants M/C. to limit their events so 4x4 clubs out of Washington can have the dates.
ODF wants to start a training to help with events.
Alderdale Washington, is a race track that is interested in promoting a event through OMRA. OMRA concerns is that it is located in Washington and the distance.
OMRA needs to get some dollars for legislative: some suggestions are a pancake feed, poker run Dan Jordan will look into putting a event and or breakfast feed with the help from clubs and promoters. LOBOS will ask their club to donate their date in July 2005.
In the next OMRA newsletter we need to put the phone numbers and e-mail address of legislators and commissioners.
NORA’s event in The Dallas might not happen. If this event is not going to happen then it will be canceled in OMRA newsletter
BLM in the Trask area will be doing a 3 year study on what trails they will or will not have. ODF will give the BLM office in Tillamook their e-mail list when the BLM is accepting public response.
Trailsmen M/C Inc. will be doing a work project March 12 and 13 for putting in a bridge on Buzzard Points.
Morrow County billed LOBOS for some damage that happen at an event. LOBOS will just pay the bill just to get it over with.
LOBOS will be doing a trade for having the land agency fix the trail after the event LOBOS have agreed to do a Cost Recovery. LOBOS will donate 40 hours at a later date.
LOBOS or any club can have supplement rules for an event.
Randy and Dan will have an application package for the clubs to help promote OMRA.

Barrett Brown and Ellis talked to Paul from MRA about allowing club members to set up the course then ride the event. Joe talked to Paul and said that a club member could enter the event but could not receive a trophy or OMRA points. MRA did allow club member to ride and receive a trophy. OMRA rules states that there is No Pre Riding a Course. Ellis has offered to talk to MRA next year prior to the event to help them understand OMRA rules. On Sunday MRA did not meet OMRA mileage of 70 miles for cross- country. Enforcement of numbers and letters need to be address.
Ed will form a letter to be sent to MRA about OMRA rules and the consequences.
Proposal: Option to have the checker flag given when the first rider has completed the designate miles.
Proposal: Need to define pit row rules
ATV medals are missing and we will be ordering more ATV medals to replace the lost ones. Ed will contact Ron
Cornelius Road house has an open date for OMRA banquet. Dan and Tom will be looking into other options for the banquet. We will be doing e-mail between officers to and have an answer by Monday 9th 2005.
Newsletter will be out by next meeting.
Proposal: Worker points: Need to work the day of the event.
Barrett has been working on the ISDE rules to keep them updated with FIM rules.
Ben Smith road will remain open for off road usage. This lawsuit has taken all of OMRA legal fund. Doug McCourt called the Oregon Hunters Association to see if they would help with attorney fees. In addition, they have offered to help. President of OMRA needs to send a thank you note once they have paid.
Motion: To make a certification for our first time life- time member. Tom will come up with an award and pass it around for review.
Senate Bill 334 Environmental concerns about new cars. California and Washington have adopted these same rules.
Simple Simon date has been changed to October 16, 2005.
Proposal: To offer a position to a club that belongs to OMRA.

Oregon Department of Forestry is creating headache for clubs. ODF is removing trails from the older maps and not putting them on the newest map. Kelly from ODF said that the Trailsmen did not stay on designate route and they would be punished. Trailsmen were also told that an EMT or ambulance must be on site before an event can proceed. ODF wants clubs to use ribbon instead of arrows because ODF says the staples are hurting the tree and logging equipment.
When you call an agency you need to call as a concern citizens not as a club member.

Clubs need to follow AMA rules for ISDE events.
OMRA banquet place for 2006 banquet Cornelius Pass Road House, Holiday Inn or Oregon City Elks. Ellis to contact Dan about prices and see if the date is available from the Holiday Inn and e-mail officers the results.
Protest from D.J. Matheney is to keep him in AA. The rule to move the top 10 overall was made at the calendar meeting and needs to be kept. Barrett will put it on the message board.
How do we vote at the calendar meeting? Does everyone get to vote??? Mail in
ballots??
Ben Smith lawsuit is finished. We are trying to get a refund from the lawsuit costs. Oregon Hunters Association put in $3,500.
Need to get Tom to design a certificate for our first lifetime member
Concerns expressed about ODF's lack of
professionalism in the handling of event permits. Kelly had not opened Mt
Scott's permit application weeks after it was submitted and he had to hunt to
find it. The Trailsmen were told after their event that they would be
punished for using a trail that he didn't approve. This is a trail that
has been used for years in the past, was on the older maps, and was not
forbidden prior to the event. Kelly has demanded that clubs ban certain
riders from their events based on suspected violations or what the ODF considers
other bad conduct in the forest. Barrett will talk with Doug about what
could be done.
It is important that the ODF hears from regular unaffiliated folks if they are unhappy about management decisions, not just through the same old representatives. Barrett can provide contact information to officers.
Transponder system has been developed by Barrett and was used by the Funky Chicken. Event. They were delighted how it worked. Barrett is hoping to be able to use it at Mt. Scott event. Down the road he is looking at selling the program, or his service.

OMRA will meet with the clubs before meeting with ODF to present their list of complaints. The complaints will be presented to ODF from OMRA so no retaliation will happen to any club that puts on an event in the Tillamook State Forest.
LOBOS poker run has been postponed until August 14, 2005. They are looking for help.
Mt. Scott has taken the stewardship program with ODF and is asking other clubs to join the stewardship program.
We are still looking for a place to hold the OMRA banquet. We still have the Oregon City Elks and need to give them a 90 days notice if we don’t use them next year.
Newsletter needs to get out. Tom has been busy at work and needs help in getting it out.
Dan will help Tom do the next newsletter. We need to get someone who would be willing to donate
their time. Put what we need on the web page. Need to do an article on our sponsors and get it in our newsletter
Randy Thomas has resigned and we need to have someone take his position. James Harris has volunteered to help Dan and replace Randy's position.
Ed and Billy will try contact some EMT’s to see if one is available for Trailsmen M/C Inc. July 23 and July 24.
Randy will do the last two grand prix events for points and Dan will take it over for the remainder of this year.
Rule Changes: Ellis will e-mail some changes he would like to implement next year and get input
House Bill 3502: Will take 35% of the All Terrain Allocation Committee annually for the Oregon State Fair Grounds.

PROPOSAL from Ellis-Top 6 riders that finish overall for the year will be moved to the AA
class the following year. If a rider gets 1st overall in any event he will go into the AA class in. Cross-country

OMRA benefit poker run; Not to give out finisher plaques but will be giving out OMRA stickers. LOBOS will provide the food and pop. Trailsmen will provide the sign up paper work.
Ed was able to get a hold of Randy and got all of the results and rider information. Dan will go through the box and see what goodies he has acquired.
OMRA message board: How do we respond to it. Consider putting a disclaimer, on the header put OMRA policy,
and an open message board for each club,
Matt Center from Florence (15 year old OMRA member) took a hard crash at Albany
Motocross track was in a coma for 2 ½ days. His out come is looking good.
Tom and James will put newsletter together. Hopefully the new letters will get out by next month.
Put a pop up on OMRA web page for volunteer help.
A rule change must be put in the newsletter and or web page 30 days prior to the calendar meeting
Ben Smith Road is back on. Hussy’s have refused to settle. Our attorney has agreed to keep a low profile and file the minimum paper work.
ODF could be going into Fire level 3 Monday August 8th, 2005. The event could be a road ride.
OMRA will put on the web page that they recommend Tyrrell and Scott reappointment to the ATV committee.
Tom’s Black Dog got an apology from the Forest Service for not allowing trails. Tom will submit trails for next year to see if they will remain agreeable.
Blue Ribbon says that it will cost $50,000 to fight Mt Hood. OMRA might be able to
come up with $10,000.
Membership: 62,000 ATV permit last year with 30 percent growth annually How do we get more membership?????????? Need to keep the newsletter quarterly.
Make a list that promotes OMRA and make it happen at next OMRA meeting.

Huessy’s home on Ben Smith road has been torched. Caught fire and is
nuked. Hopefully this is the end of the lawsuit on Ben Smith Road.
OMRA calendar meeting will be the first Saturday of November. Up for re-election for President, Treasure and Secretary.
Newsletter is still not ready to go. Tom is wanting to find someone else
to do the Newsletter.
OMRA benefit run went well. Had 99 riders and seem to enjoy the event. ETRA donated $1000.00 for
legislative!
Proposal: from Ellis- The top 6 overall finishers at the end of the season (expert or amateur) will be required to race in the AA class the following year. This applies to the cross-country series only. If a AA rider does not make the top 6 he can request to move down to expert.
Proposal: from Barrett- To be eligible for worker points the rider must work a full day of the day/duration of the event.
Milwaukee Oregon City event has shown an interest in hosting the OMRA banquet. Julie and Ron will look into it.
Proposal: from Billy Toman -to have a 70 young class non-points
Proposal: To eliminate the 250 class for amateur and expert for both cross-country and grand prix.
Proposal: To eliminate the OMRA grand prix teams.
Proposal: Upon review of the OMRA board (add to number 7)?
Proposal: To hold an election position within OMRA
1) Must be a member of OMRA sanction club for one year or attend and help at an OMRA
event.
2) Nomination must be nominated by an OMRA member
3) Nominations must be submitted no later than one month prior to the calendar meeting to the OMRA board for approval. Via e-mail or letter.
Improving membership have a sign up at Brown’s Camp or a favorite riding area and give out handouts about OMRA. James will work out the cost and get back to us next meeting.
Would like to see the old calendars back.
Dan has had a few contacts about wanting to promote OMRA. We need to get information to them. The information should include pamphlets, business cards, definition of OMRA rules, newsletter. James will take a lead in getting it organized.

Question: Is OMRA rules becoming too complicated for an amateur sport?
Barrett followed up with Mike Bordelon and determined that ODF does not have any management within the recreation department. ODF is looking into hiring a management position. Rich from Mt. Scott and Joe from Trailsmen will be working with Kelly in the next few months to see how ODF is working with the clubs. Barrett will contact Mike and see if he can get some answer to volunteer working equipment and contract position for a trail operator.

Here are my brief notes from
the Annual OMRA Calendar Meeting.
Many thanks to those of you that showed up. FYI,
there was no representation before or during the meeting for Jones Creek
Trailriders, Applegate Roughriders, Oregon_DSR, Quad Squad, Reload Ridge Riders,
and Wallowa Valley Trailriders Association. They need to let us know ASAP
if they have proposed events for '06.

Proposals for review results:
• AA class change proposal: changed to 6 only. passed
• Proposal: Junior class of 150cc four stroke/105cc two stroke, max wheel size
17” rear wheel, 19” front wheel. Passed
• Proposal: delete 250 class. 250 four strokes go down to 200 class and 250
two strokes go ride open class. Pass: 8 to 5
• Proposal: go to FIM classes, which is three classes. Failed. Possibly have
it in ’07.
• Proposal: how to have fair voting representation at the OMRA meetings? Leave
as is.
• Proposal: checkered flag signifies finish on a short course race. Timed
event then finish at checkered flag. Distance event, must finish the miles.
• Proposal: define pit row with more details. Some races don’t display where
pit row is, so riders don’t know when to slow down at pits. Not enough of
detail in proposal, so this is denied.
• Proposal: Worker points: Must work a full day of the event to get worker
points. Failed
• Proposal: Club can miss an event for one year, but MUST use it the next
year, or they will lose it. Plus there is an option for an appeal.
• Proposal: to have a 70 young class, non points. passed
