Minutes 5-4-06
Membership
1. Over 70 class Billy will donate 1st and 2nd place trophies for end of the year trophies
2. the 70 class does not have to pay for a competition card

Treasure report
1. attorney fee $5000+ for Hussy legal action
2. $400 transferred into our account from online (don’t have exact $ but 21 new members and $300 from the last races)
3. OMRA needs to look into a way to recover the ODF funds that we spent toward our attorney fees (Tom talk to Barrett)
4. Check on the money we have gotten from the sponsors for this year who has paid and who has not (hand deliver the letter for donations with our tax letter)
Marketing

Newsletter and Website
1. Website is up and running, be careful of spam viruses. Tom is taking care of them in all ways to help eliminate them, just be careful what is open
2. Keith Gienty was nominated as the marketing /newsletter editor and OMRA editor (committee chairman)
3. Tom and Keith are starting now to work together and will make the transition as soon as possible.
4. OMRA Sponsors get a place to advertise in the newsletter

together to create a network or a way to communicate with other groups who have
shared issues to represent a support group to help out issue state wide (forest
use etc) such as MRA, ORC. Join memberships and join each others group.

these kinds of groups to help build a relationship with all of these other
support groups

NOHVCC Conference Report
-Set of three 2 man team who
maintains trails for the whole state that sub out the whole state for
trail maintenance non-profit org. (new program like Idaho)
- State park commissions: a
position is open, Tom would like to try and get into the position. They
direct how to get the funds allocated, a governor appointed position.
-Sample from other states

insurance, alternative funding, develop OHV park managing OHV tool, how to
protect funds, build trail system from scratch
OHV rule: final closed unless

and or pay to ride limited areas
Need to create an Off highway
vehicle manual for the state and can get paid by the state.
Get sound levels down off road
Program that is a unique way
of creating a original letter for petitions etc.
Have a meeting at a different
place in the state as an extra meeting
-New licensing restriction for
bikes converted into street legal. Off-road bikes don’t have a manufacturer
stamp to comply with EPA standards follow California. Need to show documentation
from owners manual that illustrates the motorcycle meets the EPA Standards in
the exhaust in order to get the bike licensed.

Clubs enforce and the effect of a hot pit produce a letter for the club
Safety for the club and the members
A way to enforce and a way to be consistent
OMRA Rules say we have no hot pit
Clubs need to have their people help and enforce the pits
Bring signs
Clubs need to sign a sanction agreement, have it at the calendar meeting (rules etc) Barrett will create a letter for the event holders for the pit.
We are at risk for the hot pit - lacks credibility for OMRA rules.

OMRA Meeting 3/1/06 Minutes

Old Business: Big Farmer, wanting to be a new club in OMRA. Club in Willamina. Ed will send a letter stating welcome on official OMRA letterhead.
Closed issue Mike Bracken will not have to move up to 40 Expert class
WORCS race in Burnt Ridge will not be an OMRA sanctioned event
Scott Autry will not mandatory move up to expert
Junior A&B riders have to compete in more than 2 races to be eligible for year end trophy

Legal Report: Hoosies filed second appeal on Ben smith road project easement because of judgments on $$ against them.
Millican input for badlands March 6th
ODF project calendar meeting was Monday night. Turned out very good!! People were very Happy with the leg work OMRA has been doing. We ended up with about 21 events on the calendar instead of 13. Trailsmen lost 2 events, Brush busters 1 event.
A new club got one event but this will be assessed if they do a bad job with the event they will not get it next year.
If we can do a good job on volunteer work and on the events the ODF may expand the calendar.
Stewardship project for with ODF is a work in progress. Details to be worked out.
Snow mobile project for Millican badlands March 6th. Opportunity for motorcyclist to use trails in the summers?
Barrett went to 8 meeting traveled 345 miles, spent 38 hrs in time for these meetings
We need to reimburse Barrett for his mileage for these meetings. This is okayed by the board. Barrett will submit paperwork with all this info.
Rock creek res. New OHV area purposed. locals got up in arms about this. A local store owner wants to organize a club to head off this opposition. We will send a letter to try and help Stan with this club organization.
Competition report:
New Calendar to be printed with new color. Lots of changes
Team up on race sign ups. If members do not get their card in time for the race we will tell them to sign up again and they will be pre paid for the next year. Card must be presented at time of race day.
Ask Promoters to slip in the OMRA membership forms with their flyers for events.
Get Vest for OMRA officers 12 Yellow vests for fist event

New Business:
Secretary position, Julie Barrell resigned her position as secretary during OMRA banquet.
Ed accepted Julie's verbal resignation. Ed asked Tom to send e-mail thanking her for the years of service and asked for any information that she had in regards OMRA that she could return to the organization.
James Harris was nominated as new secretary. All officers voted yes.
Reserved Milwaukie Elks for next years banquet. Room for 300.
Ellis will bring an agenda for the banquet for next year. He will head up a banquet committee for 2006
Calendar for 2007 OTBG got 27 events. This is too many conflicting dates as
voiced by other clubs.
Marty: ORVA organization like Blue Ribbon Coalition. New?? Review should OMRA join?
Reps for areas in Oregon. Dan Hillsboro, Lisa Whitworth Central Oregon.
New riding area Rock Hill Recreation Private organization 700 acres poker runs. If a promoter wants to put on an event he wants $20.00 per person. He also holds his own events.
